Center Staff Appraiser

For over a decade many appraisers have had their business and reputation harmed by the improper valuation abuses of lenders, loan brokers and real estate brokers. Appraisers either agreed to upwardly adjust values or lenders would utilize someone else who would. Many professional and honest appraisers have seen their businesses reduced or destroyed while others have had their integrity compromised in a situation that seemed beyond their control.

Worse, millions of consumers have been defrauded through a virtual conspiracy to raise values by certain real estate agents, loan brokers and lenders.

Despite articles in the press, petitions from appraisal trade groups and memoranda from regulators, nothing has changed the industry's conduct. Neither regulators nor existing industry groups have proven able to bring the real estate industry into compliance.

THE CENTER FOR RESPONSIBLE APPRAISALS AND VALUATIONS

The National Community Reinvestment Coalition is the nation's largest consumer interest group that focuses on real estate lending. A coalition of over 600 local consumer groups, we are dedicated to ending the valuation abuse, that has become a major form of predatory lending. We have formed the Center For Responsible Appraisals and Valuations to accomplish together what legislators and regulators have failed to do.

PARTICIPATION AND BENEFITS TO STAFF APPRAISERS

To participate, an Appraiser enters into a one year voluntary agreement to comply with the center Code of Conduct, which, commits all appraisers within that firm to comply with the Uniform Standards of Professional Appraisal Practice (USPAP). The Appraiser agrees to notify the Center (on a confidential basis) of any attempted Improper Influence or Improper Retaliation by anyone against him or her. The Appraiser agrees to participate in the Alternative Dispute Resolution (ADR) process by which disagreements with lenders or others are to be handled. The fees for Signatory Appraisers are established per firm (not per appraiser!). Signatory fees will be used for the following:

  • Publicity of center Signatories and the public need for compliance in national media
  • The effort to educate federal and state authorities, lenders and brokers
  • Funding the infrastructure for the dispute resolution mechanisms when an Appraiser's rights have been violated by both signatories and non signatories

For the year 2005, the first complaint against a lender for a signatory is only $125. Although the Center does not represent you in a strictly legal capacity, it will submit any complaint that you have against a non-Signatory to the proper authorities at a lender or management firm and with the appropriate regulators in a strictly confidential manner. For the first time you will have the clout of a major consumer group behind your complaints of Improper Influence of valuation results or Improper Retaliation by a lender or management firm when you refused to alter such a result. Also, lenders must agree to utilize center Signatory appraisers and what are deemed as "high risk" loans.
