SUMMARY:Decades of Disinvestment: Redlining\, Segregation & Current Lending Patterns
DESCRIPTION:Join Dr. Bruce Mitchell\, NCRC Principal Researcher\, at the Obama Presidential Center as he explores how the color-coded maps used by federal officials from the 1930s through the 1960s continue to shape mortgage lending and where economic opportunity flows today. \n\n\n\nOver the past four decades\, neighborhoods labeled “hazardous” more than 80 years ago have received approximately 3\,000 fewer mortgages than neighborhoods graded “best\,” with lending declining steadily across each lower grade\, decade after decade. Even after accounting for differences in housing stock\, vacancy rates\, and owner occupancy\, these disparities persist alongside today’s racial wealth gap\, where Black households hold roughly $15 in wealth for every $100 held by White households.

SUMMARY:Understanding Reverse Mortgages: Products\, Risks and Counseling Best Practices
DESCRIPTION:Reverse mortgages can provide older homeowners with an important financial resource\, but they are also among the most complex mortgage products housing counselors’ encounter. SUMMARY:The Last House on the Block: Lessons from Brightmoor\, Detroit on Disinvestment\, Reinvestment and Community Power
DESCRIPTION:What does meaningful reinvestment look like in communities experiencing long-term depopulation and disinvestment?Using Detroit’s Brightmoor neighborhood as a case study\, this conversation explores what happens when gentrification collides with deep depopulation\, and what that reveals about investment\, neighborhood change and who gets to shape a community’s future. \n\n\n\nDrawing on the book The Last House on the Block: Black Homeowners\, White Homesteaders\, and Failed Gentrification in Detroit (University of Chicago Press\, 2025)\, the discussion will examine why traditional narratives about neighborhood revitalization often fall short in places where population loss\, rather than growth\, has defined the local economy. \n\n\n\nFrom there\, the conversation will broaden to consider Brightmoor’s longer history\, the enduring leadership and resilience of residents\, and the policy and financial tools that can help communities direct investment\, strengthen local ownership and build toward long-term flourishing. \n\n\n\nBringing together research\, lived experience and policy expertise\, this webinar will explore lessons for practitioners working in depopulated and disinvested communities across the country. \n\n\n\nSpeakers:Sharon Cornelissen\, Director of Housing\, Consumer Federation of America and author of The Last House on the Block: Black Homeowners\, White Homesteaders\, and Failed Gentrification in DetroitPhyllis Edwards\, Executive Director\, Bridging CommunitiesPastor Larry Simmons\, Executive Director\, Brightmoor AllianceJosh Silver\, Senior Fellow at NCRC and author of Ending Redlining through a Community-Centered Reform of the Community Reinvestment Act

SUMMARY:Stop the CRA Rollback: What’s at stake and how to fight back
DESCRIPTION:The Community Reinvestment Act (CRA) is one of the most important tools communities have to hold banks accountable for investing\, lending and providing services in low- and moderate-income communities. Now\, a new proposal from federal regulators would weaken those obligations while reducing transparency and accountability. \n\n\n\nThe proposal puts an estimated $71 billion to $87 billion a year in community development financing at risk — financing that supports affordable housing\, economic development\, community services and underserved communities. \n\n\n\nJoin NCRC’s President and CEO Jesse Van Tol and Senior Policy Advisor Kevin Hill to understand what the proposed changes could mean for your community and how you can take action before the October 13 public comment deadline. \n\n\n\nDon’t wait to take action: Visit ncrc.org/cra to see what’s at risk in your state and use that data to submit a comment to federal regulators.

SUMMARY:NCRC At OFN 42
DESCRIPTION:Join NCRC’s Chief of Community Engagement and Institutional Accountability Michele Perez and Senior Policy Advisor Kevin Hill at two sessions during the Opportunity Finance Network’s (OFN) annual conference. Perez will moderate the panel\, “Diversified Capital Sources: Access for Rural and Tribal Communities\,” Wednesday\, October 21 at 11 am – 12:15 pm CT\, Rhythms III\, 2nd floor at the Sheraton Hotel. Rural and tribal communities require diverse sources of capital to support housing\, small businesses\, healthcare\, infrastructure\, and economic development. This deep dive brings together banks and CRA leaders\, foundations\, CDFIs\, anchor institutions\, and community practitioners to explore what currently works in rural and tribal investment ecosystems\, where critical gaps persist\, and why capital too often fails to reach communities at the right time and in the right form. \n\n\n\nThrough real-world case examples and interactive dialogue\, participants will unpack how investment decisions are shaped\, surface hidden barriers and assumptions\, and explore the role investors themselves play in creating ecosystem gaps. Attendees will leave with actionable insights on how diverse capital partners can align more effectively and what it will take to build more equitable and responsive rural and tribal capital ecosystems.  \n\n\n\nHill will be a speaker on the panel\, “The Changing CRA Landscape: Implications for CDFIs\,” Friday\, October 23\, 2026 at 10:45 -11:45 am CT\, Sheraton Grand Ballroom D\, 5th Floor. This forward-looking conversation will examine the implications of the proposed CRA framework for banks\, affordable housing and community development finance\, community advocates\, and CDFIs—and explore how the rulemaking could evolve as the agencies review comments and consider a final rule. With the CRA notice-and-comment period newly closed\, panelists will discuss the different possible scenarios that could reshape bank community development activity and investment and what the changes could mean for affordable housing and community development financing as a whole. The conversation will look ahead to the regulatory process\, implementation considerations\, potential legal challenges\, and the possibility of further changes to the CRA framework.

SUMMARY:Mamdani’s Housing Agenda: Early Lessons From New York City
DESCRIPTION:In this 90-minute Shelterforce webinar\, we direct Shelterforce’s national housing and community economic development lens to the Big Apple. In November 2025\, the nation’s largest city\, home to over 8.5 million people\, elected democratic socialist Zohran Mamdani as its mayor\, capturing the imagination of millions not just in New York City\, but across the nation. Housing justice and affordability were central to Mamdani’s campaign. Freezing the rent on rent-stabilized apartments got the most public attention\, but the effort to promote housing justice also involves tackling other challenges\, including enforcing tenant protections\, promoting alternative ownership models\, and supporting greater housing production more broadly.
