SUMMARY:NCRC At OFN 42
DESCRIPTION:Join NCRC’s Chief of Community Engagement and Institutional Accountability Michele Perez and Senior Policy Advisor Kevin Hill at two sessions during the Opportunity Finance Network’s (OFN) annual conference. Perez will moderate the panel\, “Diversified Capital Sources: Access for Rural and Tribal Communities\,” Wednesday\, October 21 at 11 am – 12:15 pm CT\, Rhythms III\, 2nd floor at the Sheraton Hotel. Rural and tribal communities require diverse sources of capital to support housing\, small businesses\, healthcare\, infrastructure\, and economic development. This deep dive brings together banks and CRA leaders\, foundations\, CDFIs\, anchor institutions\, and community practitioners to explore what currently works in rural and tribal investment ecosystems\, where critical gaps persist\, and why capital too often fails to reach communities at the right time and in the right form. \n\n\n\nThrough real-world case examples and interactive dialogue\, participants will unpack how investment decisions are shaped\, surface hidden barriers and assumptions\, and explore the role investors themselves play in creating ecosystem gaps. Attendees will leave with actionable insights on how diverse capital partners can align more effectively and what it will take to build more equitable and responsive rural and tribal capital ecosystems.  \n\n\n\nHill will be a speaker on the panel\, “The Changing CRA Landscape: Implications for CDFIs\,” Friday\, October 23\, 2026 at 10:45 -11:45 am CT\, Sheraton Grand Ballroom D\, 5th Floor. This forward-looking conversation will examine the implications of the proposed CRA framework for banks\, affordable housing and community development finance\, community advocates\, and CDFIs—and explore how the rulemaking could evolve as the agencies review comments and consider a final rule. With the CRA notice-and-comment period newly closed\, panelists will discuss the different possible scenarios that could reshape bank community development activity and investment and what the changes could mean for affordable housing and community development financing as a whole. The conversation will look ahead to the regulatory process\, implementation considerations\, potential legal challenges\, and the possibility of further changes to the CRA framework.

SUMMARY:Banking on Community: How CRA Funding Can Strengthen Small Towns and Rural Places
DESCRIPTION:The Community Reinvestment Act (CRA) plays a critical role in building stronger communities. It encourages depository institutions to help meet the credit needs of the communities in which they operate\, including low- and moderate-income neighborhoods\, consistent with safe and sound operations. This session will open with a brief overview of CRA. From there\, we will explore the vital role CRA plays in rural communities\, real-world examples of successful CRA partnerships\, and actionable steps to forge strong relationships with financial institutions.

SUMMARY:2026 Investing In Rural America Conference: Banking on Community: How CRA Funding Can Strengthen Small Towns and Rural Places
DESCRIPTION:Rural America is defined not by a single story\, but by resilience\, innovation and deep-rooted community assets. This year’s Investing in Rural America Conference\, themed  “The Strength of Rural Places\,” highlights the people\, institutions and local strategies that power rural economies and sustain long-term prosperity. By centering the unique assets of rural places\, the conference will explore how tailored\, place-based approaches can unlock opportunity\, expand collaboration\, and support vibrant communities across the nation. \n\n\n\nThis year the Federal Reserve Bank of Richmond is partnering with the Federal Reserve System and Rural LISC to bring together community development practitioners\, financial institutions\, policymakers\, researchers\, and rural leaders for this important dialogue. The conference will run from September 30 – October 2\, 2026 at the Omni Grove Park Inn in Asheville\, North Carolina. \n\n\n\nNCRC’s own Catherine Petrusz will be a panelist in a breakout session discussing how CRA funding can strengthen small towns and rural places.

SUMMARY:Stop the CRA Rollback: What’s at stake and how to fight back
DESCRIPTION:The Community Reinvestment Act (CRA) is one of the most important tools communities have to hold banks accountable for investing\, lending and providing services in low- and moderate-income communities. Now\, a new proposal from federal regulators would weaken those obligations while reducing transparency and accountability. \n\n\n\nThe proposal puts an estimated $71 billion to $87 billion a year in community development financing at risk — financing that supports affordable housing\, economic development\, community services and underserved communities. \n\n\n\nJoin NCRC’s President and CEO Jesse Van Tol and Senior Policy Advisor Kevin Hill to understand what the proposed changes could mean for your community and how you can take action before the October 13 public comment deadline. \n\n\n\nDon’t wait to take action: Visit ncrc.org/cra to see what’s at risk in your state and use that data to submit a comment to federal regulators.

SUMMARY:Decades of Disinvestment: Redlining\, Segregation & Current Lending Patterns
DESCRIPTION:Join Dr. Bruce Mitchell\, NCRC Principal Researcher\, at the Obama Presidential Center as he explores how the color-coded maps used by federal officials from the 1930s through the 1960s continue to shape mortgage lending and where economic opportunity flows today. \n\n\n\nOver the past four decades\, neighborhoods labeled “hazardous” more than 80 years ago have received approximately 3\,000 fewer mortgages than neighborhoods graded “best\,” with lending declining steadily across each lower grade\, decade after decade. Even after accounting for differences in housing stock\, vacancy rates\, and owner occupancy\, these disparities persist alongside today’s racial wealth gap\, where Black households hold roughly $15 in wealth for every $100 held by White households.

SUMMARY:Curds of Wisdom - Saving the Community Reinvestment Act
DESCRIPTION:The Community Reinvestment Act (CRA)\, the federal law passed by Congress in 1977 as a response to redlining\, is an important tool that we can use to help the communities we serve. CRA requires banks to meet the lending\, investment\, and banking services needs of the entire community\, including low- and moderate-income (LMI) people. \n\n\n\nWhile there is still much work to be done\, over the years\, banks working to comply with CRA regulations have made huge strides in their work to finance affordable housing\, provide home and business loans\, community development investments to affordable homes\, and financial services that meet the needs of the entire community\, especially LMI people and neighborhoods. \n\n\n\nBut in recent months\, opponents have managed to prevent needed updates to CRA. Join CRA experts Kevin Hill\, Senior Policy Advisor at the National Community Reinvestment Coalition (NCRC) and Bethany Sanchez\, Senior Administrator for Fair Lending at the Metropolitan Milwaukee Fair Housing Council to learn more about how CRA can help us with our work to increase affordable housing. We can work together to not only protect it against attacks\, but strengthen this important tool for our work!

SUMMARY:Utah Housing Coalition's May Monthly Partner Meeting
DESCRIPTION:Join NCRC Senior Director of Research Jason Richarson as he hosts Utah Housing Coalition’s May Monthly Partner Meeting. Richardson will provide an in-depth exploration of Utah’s redlining history and its contemporary impact. \n\n\n\nThrough interactive data visualization and historical documents\, we’ll examine how discriminatory housing practices became embedded through government policies\, social pressures\, and structural barriers in lending. The presentation will connect historical redlining maps with modern mortgage data spanning 40 years\, revealing how century-old patterns continue to shape today’s communities across both urban and rural Utah. We’ll analyze the resulting disparities in wealth accumulation\, health outcomes\, and economic opportunity for Utah residents. \n\n\n\nThe session concludes with concerning new mortgage findings from 2024 that indicate homeownership is increasingly becoming accessible only to those with existing wealth. Throughout the presentation\, you’ll have ample opportunities to engage with the data through interactive tools and participate in Q&A discussions.
